Improving Service Delivery through Evidence-based Peer-learning – 6 SDI Phase I States
The World Bank, in partnership with Hanovia, is piloting a benchmarking exercise to improve service delivery by engaging state governments in an evidenced-based peer learning process. The first phase being implemented involves 6 Service Delivery Indicator (SDI) states of Anambra, Bauchi, Cross River, Ekiti, Kebbi and Niger.
The benchmarking process involves three-steps:
- Data Collection – the first step focused on gathering expenditure data related to the
targeted services, as well as available data on the quantity and quality of service delivered for the health sector, and their related intended outcomes. For the benchmarking pilot in health, the World Bank made use of the 2013-2014 SDI data for health available for 6 states
- Self- Assessment by State Governments – the second step was the analysis of each State’s performance against the average performance of the selected States, using the data collected. Hanovia consultants coached a team of State practitioners and technicians involved in the provision of the relevant service delivery to understand the causes and consequences of their current performance, and identify their areas of strength and weakness. The consultants guided each state’s technical team in the analysis to ensure quality and push the reflections as far as possible given available data and evidence.
- Peer learning workshop– The third step will be a peer-learning event, where State teams convene to share and challenge each another based on the findings, and their identified strengths and weaknesses. Participants would be both from the technical team who finalized the analysis and to the extent possible, the relevant State Commissioner, Civil Society Organizations, and professional bodies – to promote the dissemination of ideas to the decision-makers.
